CHAIRMAN OF THE BOARD OF DIRECTORS OF THE CORPORATION INTERTEACH S.O. JUNDUBAEVA SPEAKED WITH A REPORT ON THE THEME: “PROTECTION OF THE RIGHTS OF CONSUMERS OF INSURANCE SERVICES” AT THE VIII CONGRESS OF FINANCIERS OF KAZAKHSTAN

On November 15-16, 2018, the VIII Congress of Kazakhstan financiers was held in Almaty, attended by over 300 representatives from 20 different countries of the world and abroad: heads of central banks, representatives of international financial organizations and professional participants of the financial market.

 

Ensuring the protection of the rights of consumers of financial services in modern conditions is becoming increasingly important for the financial market of the republic.Therefore, one of the most important topics covered at the Congress in the framework of Session IV “Protection of the rights of consumers of financial services in the realities of modern times. A look into the future ”, became the protection of the rights of consumers of insurance services, disclosed in the report of the Chairman of the Board of Directors of the Corporation Interteach, DBA, S.O. Dzhundubaeva.

Saule Otanovna in her report named the main problems concerning consumers of insurance services: 
- Low consumer confidence in insurance companies; 
- Weak consumer awareness and financial literacy; 
- Insufficient level of responsibility and mechanisms for pre-trial settlement of disputes, in particular, the insurance ombudsman.

To date, consumer protection mechanisms in the insurance market are working through appeals: 
1. insurance companies - up to 90%; 
2. to the National Bank of Kazakhstan (the Office for the Protection of the Rights of Consumers of Financial Services and External Communications) - up to 5%; 
3. to the insurance ombudsman - about 1%.

The report highlights the  experience of the developed countries of the world, where consumer protection methods are regulated through the ombudsman institution, which has existed for more than 200 years and has received new development since the early 2000s, and put forward proposals to ensure an adequate level of consumer protection for insurance services


1. The development of the insurance ombudsman institution, which will improve financial literacy and awareness of services and consumer rights, in this regard 
reforming the regulatory framework of insurance activities. 
2. Development and implementation of regulatory legal acts regulating relations between the insurance ombudsman, the insurance company and consumers of services that arise in the process of out-of-court protection of consumer rights.
3. Development of basic standards to achieve unity in the understanding of insurance terms

Within two days, the participants held more than 10 plenary sessions. The Congress is timed to the celebration of the 25th anniversary of the national currency of Kazakhstan.
